I am currently having trouble with a timed puzzle in Toonstruck and believe that it would be easier if it was slowed down. I already know how to speed up ScummVM (ctrl+f or ctrl+g), but does anyone know if there is a way to slow down ScummVM?

Look here: http://wiki.scummvm.org/index.php/Datafiles#Feeble_Files.2C_The I have looked on their website and found that the version on GOG is indeed the 4 CD version and actually uses ScummVM.
