I finally found a working solution. The only caveat is that you must have a rooted phone/device:

You simply hold down the virtual menu button and the keyboard shows.

I think the only way you can hide the soft navigation keys is to root your phone and use some kind of mod like LMT. Try posting your question on the XDA forums for your device. I do not use the Nexus 7, but I use a Galaxy Nexus. I went out of my way to root and mod the phone just so I could turn off...

There is Hacker's Keyboard in the Play Store. However, it didn't work for me. It's the Fn key. It expands to all the F Keys, but I have zero luck. If there is a system dialog, ex. alarm clock, the video will freeze, but the sound and game will continue to play.
The only way to resume the video rendering is to task switch.
