Put files from the CD into a separate folder and use the add game button for ScummVM to load Shivers from that folder.

It may be simplest to just build scummvm yourself ScummVM linux compile.
Interesting buster (debian 10) has libpng12 (an unofficial port).
I also found out that playing around with the Debian 9 ScummVM 2.0 that Ubuntu 17.10 doesn't have libjpeg62-turbo (it has libjpeg-turbo8).

Here is the script that retropie uses to build scummvm.
They strip the binary maybe that would help? They have some sort of scalers patch also.
I think your referring to using opengl as the scummvm renderer, is it slow if you use another one (normal or HQ2X)? I don't know what KMS is.

The android version on the playstore is android-sdl 2.0, it is the best android version in my opinion. It is different from the android version from the buildbot (which is not sdl). The non-sdl version doesn't work on non-rooted devices and doesn't allow the virtual keyboard to be opened on android ...
