Maybe I'm wrong but AFAIK some devices like Dell Axim x51v have internal optimization of GAPI to use their 3D accelerators and thus letting GAPI handle image scaling might be worth. Am I right? A better way though is to introduce an optimization for newest graphic adapters. For ex, Quake Mobile and ...
