This might as well be a limitation/bug of the wonky DOS CD redbook audio limitations thou, maybe someone else knows in detail? There's no such limitation. I think your resolution of 1600x900 is preventing most filters from working as they operate on the original image's pixels multiplied by 2 or 3 horizontally and vertically.
