No, actually it says nothing. What do you mean? I use XEmacs and sometimes vi editor to code ScummVM, and my code is part of Symbian port. Does that help?

I belive the question was:

"What program/IDE was used to generate the .sis package from the source-tree of the Symbian port"

To generate the targets, only the libraries and target SDKs is needed. You would only need VC6, VS2003, CW etc if you would to debug it on the simulator, and you will have to run it on target to ironout problems. Please read the README contained inte epoc section of the Symbian build. It should be pretty suffciant of information.
