Until the Wii Linux homebrew scene opens it up, your best bet might be to try to get the Wiimote working as a mouse on your computer, using a bluetooth wireless card and a program called GlovePIE. http://carl.kenner.googlepages.com/glovepie_download
On the other hand, the ScummVM team should make a token attempt to contact Nintendo for a dev kit, and see if they can get ScummVM added to the Virtual Console store Unlikely? Sure, but worth a shot. If I can play Sega Genesis (Nintendo's former archnemesis) games on the Wii, why not old computer games? It's a perfect fit for Nintendo's current image, as well.

Actually if I remember right, they aren't giving dev kits to independent developers right now, because they can't keep up with the demand from professional developers, because they can barely meet the demand for systems from consumers...

To do this you'd need another computer running as a server to run the flash off of. This could be a neat idea anyway, as it would allow you to play the game remotely through any web browser if you had a server up.

I am not really familiar with flash, or how complicated it would be to hook it into C++. However it does provide a nice interface with the Wiimote since the flash would be handling all of that interpretting.

With WiiWare, independant developper can now buy a Wii Dev Kit (2500$) to produce games for the console.
The games must be rated by the ESRB and approved by Nintendo before going on sale on the Wii Shop...

Save your money. This WiiWare is not suitable for use with ScummVM. It's incompatible with the GPL and it won't mix well with the concept of ScummVM, where you have to combine the "official" ScummVM binary with your own copies of certain retro games. That will be tough if not impossible to get "approved" by EA quality assurance.
BTW, those $2500 are only for the kit. You need to spend considerably more to pay a QA developer, and you are *forced* to distribute through the Nintendo online store, which, according to the blog post you quoted, can cost another $1000 , and you quickly end up with a total closer to $10,000 than to $2,5000 :-/.
Note that this forced distribution through their online store is one of several reasons this is incompatible with or license).
So, unless I misunderstood something seriously, unfortunately you shouldn't get your hopes high because of this :-/

There is a Video of the CCC in Berlin where the Wii has been hacked so it can run homebrew code.
