this does not exactly look like a 2D point-and-click adventure game

so no, no chance for such a title.

doubt it (unless the spectrum one was also coincidently created by a Belgian developer called Appeal)

It seems much more likely to me that he meant the game Outcast that was developed by the company Appeal.
