it's been a while, but I finally managed to update the windows installers for BASS and FOTAQ:

these make it possible to play the games without scumm?

no, they extract ScummVM + game data files into a specified directory, and (optionally) create start menu entries and uninstall information

- you don't need to configure ScummVM to play the games
- an existing ScummVM installation won't interfere with this one
- the games play without the black text mode window
- BASS comes with manual in html form, FOTAQ comes with Interactive Interview demo as bonus
- you can move the folder around (even to write-protected USB-sticks) and it'll still play
