You can also switch fullscreen/windowed using Alt+Enter.
If fullscreen doesn't work it's usually a problem with the gfx card or screen not being able to switch to the resolution ScummVM wants to display.

I'd try playing CoMI with standard settings in ScummVM (so it tries to display the game in 640x480) and then switching to fullscreen - if that doesn't work I don't know what will.

That sounds like what happens in Linux if the SDL library can't change the screen to the desired resolution: It picks the next larger one. I guess the same thing happens with Windows Vista. I don't have any idea what to do about it, though.

If you're on a laptop or have an LCD screen with the native resolution of say, 1024x768 pixels, CoMI's of resolution 640x480 is indeed much smaller (hence the small box surrounded by black). And if you use a 2x scaler in ScummVM, it'll blow up to 1280x960 which doesn't fit on your screen anymore. This is probably the biggest drawback of LCD screens but usually there is some display setting that controls how varying resolutions are handled. The availability and way of accessing the setting varies from manufacturer to manufacturer (not to mention OS and drivers) so it's hard to guess remotely where and how to actually control it. On Windows, the best bet would be looking in the Control Panel for some non-standard display related options, or if there's something display related hanging around in the system tray..

Another thing would be changing your desktop resolution to a lower one and seeing how that is handled. I believe that under normal conditions, the lowest you can go in Windows XP is 800x600, but you could see how selecting that affects things. If the desktop still covers your screen space fully, there is also hope for running CoMI in FULL screen. (If you try running CoMI now, it'll probably behave like before, only with slightly narrower black borders around the image.) Happy hunting..
