Would you make a version of the game, but now with text and dialogs? Or would such a thing be be not legal?

I f you are asking the devs of ScummVM to rewrite (or completely write new) a game then you are clearly on the wrong forum.

If you want to know if Curse of Enchantia will be (sometime) supported through ScummVM then the answer is "I don't know"
There was a start on the engine, but it seems the effort is dead (for now?)

with latest version amiga emu (uae4droid) for android os now possible play amiga version - Universe (one of the best old game)
