Do ScummVM image scaling filters exist in a standalone tool?

I'd like to filter a set of images I have with something like HQ3x or AdvMAME3x.
Does such a standalone tool exist?

The AdvMAME family of scalers might have one, since they're a standalone project. See http://scale2x.sourceforge.net/

I don't know off-hand about the others.
