Is there any work being done for porting SCUMMVM to the PS Vita?

Not very actively.

I think the current PSP porters are fairly busy IRL and we are only maintaining the current PSP targets, rather than working on supporting the Vita, as can be seen by the last PSP release being v1.4.1:

Users who want to use v1.6.0 (stable) or v1.7.0git (development) can use nightly builds from our buildbot:

We are an open source project, so a patch or github pull request to add PSP Vita support with a HOWTO on building a cross compilation toolchain would be considered for inclusion.

Is the vita even hacked so it can run software that isn't signed (unlike in the PSP where the private key was reverse engineered)?

I do not know the details, but a quick google search shows that PS Vita has some ability to be loaded with Homebrew software, so this is a moot point and out of scope.

If you're going to consider application of that rule, which is legal bullshit, although you institute the rules you want, you might as well close down the whole topic, and blacklist any effort to port scummvm to them, since it's the only way you're going to run unsigned software on any modern console.
