Why no one had made a universal SCUMM resource viewer for SCUMM from version 0 to 8?

Many old tools for specific game or SCUMM version, but no universal tool

ScummEX? It is not well-maintained, but seemingly is doing the closest to what you're asking about.

The question is, though, what is your goal? If you're looking for game development, there are much more feature-rich engines supported by ScummVM, and some even have the authoring tools.

my goal is not game development
i'm searching a universal scumm resource viewer (but with more supported game and more update than ScummEX)

For ripping background graphics, actors, sprites and animations you might check out my old LucasRipper software, which supports a bit more games than ScummEX if I remember correctly, but is far from being a complete resource ripper or even editor and is abandoned/not updated anymore as well.
