When I launch the latest Windows x64 bit build, the date that shows in the build is May 12th.
But there are recent commits to the code.

Checking this, it is currently at git revision f2049d4d which was committed on Fri Aug 3 14:58:18.
Checking the binary in that page with "strings" shows that it is an up to date build and not from May.
I can't see any fixes being applied since last night and that directory on the server has the oldest archived build of July 20th ... so not sure what is/was going on here. Are you sure you didn't download a stable, rather than development build by mistake? Since they are built from release branch, they tend to lag i.e. hang back at last release.
Anyway, try downloading again and see if this issue has resolved itself for you.

However, I think the issue is that Microsoft Defender was flagging ScummVM as unsafe. When I was extracting the new Master Build, it wasn't really overwriting the files.
If I wiped the folder, and then extracted from Master Build, now I have the version from August 4th.
