Is there a way to compress my own videos with the SMUSH codec?
More specifically I would like to compress some videos of Disney animation with the same codec CoMI used, to recreate the compression artifacts the CoMI cutscenes contain. Then I could train an AI model with the before and after versions of those clips which in turn would enable me to remove those artifacts from the CoMI cutscenes.
The only piece missing here is a way to compress with SMUSH. Are there any tools to do that?

Did you check ffmpeg? I know it can decode smush videos, but I don't know if it can encode them.

Unfortunately ffmpeg only supports decoding for the SMUSH codec.
