Well, it's not exactly a new idea. There was a Swedish children's series from 1974-75 about a woman who lived in a trailer in the forest, and she had a videophone. (Probably only to embarrass her, because the whole premise of the series was that whenever she pretended to understand a word that she didn't know, her nose would grow, and she would not let her sister see that!)

Phones as multiusable tools were likely thought off since they were invented. Because you were finally able to transport the speech, but you still miss the important part of human communication by not seeing your other side. So I am quite sure that since at least TV was a thing, inventor worked on getting it working for phones. Thus I wouldn't be surprised that there were real discussions already in the 30s (like today e.g. flying cars). Btw Bell created already a working PicturePhone.
