ScummVM Graphic filters as tool or plugin?

Hello,

I just wanted to ask if is there a converter tool or plugin (for graphic programs) for images?

First is the original, 2. and 3. ScummVM filters.
I like the filters very much.
It would be very useful to have such a tool to convert such images easily.

If you're talking about the filter options, which are shortly presented on our ScummVM documentation:

you could try the "pixelscalers" tool referenced on the Wikipedia page:
https://github.com/janert/pixelscalers

It seems a relatively new project, judging from the commit history and the copyright.
It does not have any stable releases, and does not support *all* of the algorithms, but it should be simple enough to build and try it from the source code.
