Shaders for videos?

Does something like this exists?

Ingame gfx work fine with shaders, but especially early "real life" movies woven into games have aged poorly.

Could those be enhanced too?

Videos work differently. They would need to be upscaled before you can benefit. Unfortunately upscaling of videos is not yet on a level in which you would benefit much when it comes to mid 90 FMVs. So Videos in higher resolution could at least theoretically benefit, but the engines couldn't handle them.
